The Fire Scout has a chance of drop of 8%. You can get it after doing the mission only a couple of times or many times, it's just about your luck. Others may have different loot items that won't drop for them, see this thread: http://forum.warzonefb.com/showthread.php?t=58
You should keep doing the mission, it will drop eventually,
