Look carefully at the prices before you buy units.
One example from africa: Jungle Corps Lieutenant costs 450 million and gives you 30 attack and 27 defence. Missile Launcher Unit costs 200 million and gives you 29 defence ... Intelligence Gathering Officer (bought in europe) gives 34 attack and costs 100 million. So you can get 2 units for 300 million one with 29 defence and one with 34 attack, or you can get one unit for 450 million that gives you 30 attack and 27 defence....
