Transfer Old Military equipment to allies!

I am wondering why can't players transfer some of their old gear to lower level allies?
of course the gear should be at the same level as the allied it is being transferred to or lower (no higher level gear). and if you like you can put a limit of maybe 10 units every 24 hours or so!
